84.If the blood alcohol concentration exceeds the legal limit and the driver causes a serious injury or death in an accident, after the driver's license is revoked, according to regulations:
(A) the driver is permanently prohibited from obtaining a driver's license and has no chance to retake the test
(B) the driver is permanently prohibited from obtaining a driver's license but may retake the test under certain conditions
(C) the driver may retake the driver's license test after 3 years.
