This debt will finance what’s in effect an insurance mechanism to help the member states worst hit by the COVID-19, such as Italy and Spain, thus proving European “solidarity.” But the EU’s many skeptics have long argued that Europe always does too little, too late. Whether it’s the euro crisis or the refugee chaos of the past decade, or indeed the coronavirus recession now, the EU never quite rises to the challenge. These two competing narratives frame a central debate about the EU’s future. Bruegel, a Brussels think tank, caricatures them as 1) the bloc is being “hardened by adversity,” leading to perpetual integration, versus 2) the “sky is falling” for the EU, which causes its disintegration. Please write an essay of no more than 350 words to comment on the passage above. 一、德翻中（20 分） US-Präsident Trump will 12.000 Soldaten aus Deutschland abziehen. Schon länger hatte US-Präsident Donald Trump angekündigt, in Deutschland stationierte Soldaten abzuziehen – nun sind die konkreten Zahlen zur Truppenreduzierung deutlich höher als zunächst angenommen. Rund 12.000 Soldaten sollen Deutschland verlassen, 6.400 von ihnen in die USA zurückkehren und 5.600 in andere Nato-Staaten verlegt werden. In Deutschland und den USA haben die Pläne für Aufsehen und Diskussionen gesorgt. US-Verteidigungsminister Mark Esper nennt vor allem die Stärkung der Nato als Argument. Präsident Trump hatte die Abzugspläne wiederholt mit Kritik an den deutschen Verteidigungsausgaben verbunden. Deutschland hat diese zuletzt deutlich erhöht, verfehlt mit rund 1,5 Prozent seines Bruttoinlandsprodukts aber das in der Nato gemeinsam vereinbarte Ziel von 2 Prozent, dem die Staaten sich bis 2024 annähern sollen. Stimmen aus der deutschen Politik verweisen auf die große wirtschaftliche und menschliche Verbundenheit der deutschen Bevölkerung mit den stationierten US-Streitkräften. Auch strategische Gründe für den Abzug überzeugen nicht: „Aus Sicht der USA und der Nato war der Standort Deutschland optimal. Es gibt keinen militärischen Grund für den Abzug“, sagt etwa Bayerns Ministerpräsident Markus Söder.
