一、都市區域內的土地，概略而言有三種使用形式：其一是建地，也就是供住宅、工商業等使用之建築物；其二是基礎建設，包括道路、橋樑、廢棄物處理場、淨水廠等等之用地；其三是公園、廣場、其他綠地等具休閒及生態功能之開放空間。以上三種都市空間對都市發展都很重要，但是都市土地有限，三者都不可能極大化。試論述：如果你是台灣某個現有城市的都市規劃師，要在永續發展前提下進行未來都市空間規劃，在都市不擴張的狀況下，你該如何調配這三類土地使用形式？請選擇台灣一個特定城市來論述。請先說明這三種土地使用形式的重要性、討論該城市當前之土地使用調配問題(例如居住空間擁擠、建地不足；或是土地浮濫開發、空屋已過多；或是公園綠地不足等等)、最後描述該城市應如何調配這三種土地使用，才能夠邁向永續城市。(50 分)
