However, the scale, complexity, diversity and persistence of challenges
ahead-from geopolitical and geoeconomic upheavals, conflicts and
security threats, through the triple planetary crisis (climate change,
pollution and biodiversity loss), to technological and demographic
changes, and threats to democracy and values-require a new level of
robustness.
This entails a leap beyond a mainly reactive approach towards a
proactive and forward-looking one, to anticipate events, optimise
resources, and prepare for different future scenarios, as our world today
is more unpredictable than ever before.
