二、海關對於罕見進口之貨物進行查價時，發現進口人申報之價格，顯然不可採信，且無類似進口案例可參考，而海關又不具認定該貨物品質之專業， 而必須詢問專業人士提供意見時，為求慎重遂找兩家互不認識之相關業者詢價，結果回報價格卻有極大之高低落差，試問海關依據行政法上之原則， 應如何核定該進口貨物之價格？（25 分）
